Ok, I have added those two categories to the patch manager.

I am not sure, I will submit a patch for testing purposes, I think
only the description will go to the mailing list, but we'll see, but
when submitting a patch there is no "description" section only a
"paste your patch" here section (you can also attach a patch file).
