I tend to think the things Cygwin does are strange too, but I haven't
analyzed the problem enough to tell you I could implement a better
filesystem with UNIX semantics that sat on top of *and* integrated
pretty smoothly with Windows.  All things considered, I'm generally
grateful they do as well as they do.  :)

I've got all my uploads scripted from UNIX now, but I previously found
WinSCP <http://winscp.net> pretty useful when working from Windows.
It's GPL and has a GUI interface to SCP, including drag & drop support.
