[DotGNU]Treecc and pnet changes - important

Barry, among others, has reported some build problems with
the C# compiler since my rearrangements last week.  I've
attempted to rectify the problem in the CVS version by making
#include lines more explicit.

You will need to install a new version of treecc from the
CVS server to build the CVS version of pnet.

Please let me know if people are having problems building
the compiler.
