GNU Texinfo format, the GNU Coding Standards standard documentation format 
(called 'GNU-standard documentation' in the tasklist entry for wikitexi). 
Pronounced 'teck-in-fo', if that's important. Try

$ gunzip seespec.texi.gz
$ makeinfo --no-headers seespec.texi | less

Or try

$ gunzip seespec.texi.gz
$ makeinfo seespec.texi
$ info --file=seespec.info

if you want the navigation system.
