[DotGNU]call to arms

hello dotGNU developers,

i think each project should provide a list a skills or positions that
needs to be filled. my primary motivation for this is so that people
(like me) who want to recruit people to work on dotGNU will know what
skills are needed. while spreading my propaganda, many people have asked
me what needs to work on. while we should encourage all people to join,
i think we would get a good return on the small effort it would take to
put up such as list. it can also give people a good place to start if
they just happen to be wondering by.
