I don't see that they relate.  The IRC discussion that I saw was about 
discovering resources on a network.  i.e. "where is my foo service?", "it is 
over here".  That is very different from exposing the internal workings of 
the implementation for direct manipulation.

The metadata that needs to be exposed by such a discovery system is quite 
small, and does not need to know anything about the program structure of the 
web service.
