We're not proposing opening up mscorlib to extensions.  We are
proposing about putting the sources in the pnetlib distribution, where
they would still be built as separate assemblies, but would be
considered part of a standard pnet install.

I'm not saying this is automatically bad, but that it would be a great
deal harder to push for, and most of the problems (related to the MS
extensions being more "standard" than DG extensions) are solved by
source inclusion.
