I would not discourage development of an IDE as such.  The real question is
if 
there is something that would result which offers something substancially 
different than SharpDevelop, and that SharpDevelop is not architected 
suitably to either do now or can easily be made to do.  There can certainly 
be different concepts of what an IDE is and how it behaves, and this would
be 
a good thing to have.  I would strongly suggest looking at SharpDevelop 
first, and then see if what you have in mind is distinctly different or not.

By stating an "Eclipse competitor in C#", I believe that SharpDevelop can 
potentially match that description.
