To treat them like channels.  Each level message like ERROR or WARNING
is its own namespace in terms of error codes that follow.  So parsing
code treats them as separate 'channels' as you say.

Yeah, I wasn't saying this change was bad, just explaining logging
levels a bit.  And saying what needs to be done if we cared about
supporting consumers in the field (i.e. me).  In this case we don't
care.
