I hate to bring up the issue of licenses again, but Duplicati is LGPL.
 I'm 99% sure you can't take GPL code (either 2 or 3) and make it
LGPL.

Even if he rewrote it in a different language, a quick perusal of the
code indicates there is some very similar code.  I don't know the
legal issues involved, but the relicense seem shady to me.
