yeah, that's not really telling us anything new. you said it.

as s3cmd works for you i checked the OVH docs

two things i noticed
1. region is supposed to be lowercase
2. the bucket /may/ need to be domain-region-appended like 
`<bucket>.s3.<region_in_lowercase>.perf.cloud.ovh.us`
.
you may want to try these on your duplicity command line.
