Something like an `add-group' function that would let you easily add a Customize
group to a given option or face? Yes, that could be useful.
And for those who don't want to mess with any Lisp, Customize could have a
button or whatever to let you add a group for an option/face or for all of the
options and faces in the current Customize buffer.
I agree that this kind of thing would help users "package" things together,
including for sharing. The fact that the set of Customize groups for an
option/face is pretty much hard-coded is a (minor) limitation.
(OTOH, if we provide that, be prepared for more worms in the can. But I still
think it's a good idea.)
