So far, the code that's been pushed to ELPA, has all been more or less reviewed.
AFAIK, when Stefan pushes new versions (if that still happens semi-manually), he can make sure that nothing precarious has sneaked into one of the packages.
Since GNU ELPA is the official repository, the Emacs developers have a responsibility over its contents. Not just individual developers.
