Function to look up word definitions would use GNU dico of installed, or dict 
software, or www solution as fallback.

Dico and dict would use local dictionary or remote one as fallback.

Function should be accessible by key and menu and it would act on word at point 
or region.

Accessible dictionary through Emacs would empower users.

No need to ship dictionary with Emacs.

That function exists for glossary is great. Yet to help user, it should be 
integrated in reading of info or otherwise made better known, as what is not 
known or integrated is not as useful.

Emacs info could for example tell somewhere at beginning that technical words 
could be looked up by using M-x search-emacs-glossary
