Dur!  It's really simple -- the standalone-ish glyphs are the ones
without a colon in the name, and then the varieties are with a colon:

1F46E 200D 2640 FE0F             ; woman police officer                         
                  # E4.0   [1] (👮‍♀️)
1F46E 200D 2642 FE0F             ; man police officer                           
                  # E4.0   [1] (👮‍♂️)
1F46E 1F3FB 200D 2640 FE0F       ; woman police officer: light skin tone        
                  # E4.0   [1] (👮🏻‍♀️)
1F46E 1F3FB 200D 2642 FE0F       ; man police officer: light skin tone          
                  # E4.0   [1] (👮🏻‍♂️)

So that should be easy enough without adding any new data files.  I
wonder how one gets from "police officer" to "man police officer"/"woman
police officer", but perhaps these names are also totally regular and
just adds "man " and "woman " to the start?
