Some of us think that they clearly are, and fundamentally so.
It would be useful to have a 'literate-mode' where they would be replaced with
the empty string, a space, U+FFFD, a suitable hex escape, or something else. A
compromise would be to show them as monochrome glyphs that respect the
typographic metrics of the surrounding text.
