Very strange. We have the default fontset explicitly request Noto
Color Emoji for these characters, so why isn't it working for you? is
this Emacs 28 and "emacs -Q"? If so, perhaps Noto Color Emoji is of
an old version that doesn't support some of the characters we require
for it to be considered a match for emoji?
