You misunderstood; I meant:
  Plan 9 from User Space is merely providing a port of the Plan 9
  [troff] program.

I know that Plan 9 is an OS.

Which commit rate are you referring to? I thought the official sources
are at https://plan9.io/sources/plan9/sys/src/cmd/troff/ ... or maybe
you meant the 9front version?
