In fact, they are dependency checks,  so each element 
of <dependency> could be a <check>

<dependency>
   <check name="Test2_Plugin" version="*" state="RUNNING"/>
</dependency>

Maybe someone else has a better idea, it's 7:44 am here and
I still haven't gotten any sleep :-)
