I am working on Japanese Windows 2000, and i
can find a lot of proportional Japanese fonts like
MS PMincho, HGPGothicM and so on.

So i can't agree with you about "Chinese-Japan-Korean fonts are all
monospaced"

Monospaced simply means every character has the same width.
Chinese-Japan-Korean fonts are all monospaced.
