My understanding is that it is still a cease and re-supply as that is all 
that BT allow.

There is some work underway at the moment to change this however no firm 
information seems to be available. I was reading a discussion about this 
on uknot last week (uknot being a mailing list for those running ISPs) and 
the general consensus was that you can usually get away with a couple of 
hours downtime.
