I don't understand this.  I presumed a user with visual disabilities 
would be limited to using a terminal interface but it's possible to 
create Trisquel bug reports using a terminal browser:

How does Trisquel disallow you from filing bug reports?  What would 
Trisquel need to do to allow people who fail eyetests to file bug 
reports?  Which eyetests are you talking about?
