Bastiaan told me that some of the files had been imported from another
project, and therefore shouldn't have the GNU license added to them.
These need to be identified first, probably by the people who added them.
I suggest that a one-line comment be added to the top of these files to
identify where they were imported from. If the same syntax is used every
time ('This file was imported from ...') I can make
devtools/testsuite/copyright_notices.t skip over these files when it
searches for files which have errors in the copyright notice. Then
I can add the license to the files which should have it.
