Currently, I don't think they can actively be enforced in Europe. In
fact, the only place in the world where they have any affect appears to
be the US (correct me if I'm wrong). Unless you've been living under a
non-geek rock the past year or so, you'll know about the European
software patients struggle, and how Poland acted in a sane way to force
the whole process to start again.
