[task #14639] Table arithmetic operator to find rows within given region

Follow-up Comment #6, task #14639 (project gnuastro):

Sorry, a few typo corrections in my previous comment: 

* The `--range' feature in Table isn't an arithmetic operator, its an option.

* The column names in the value to the `--inpolygon' option are `X_IMG' and
`Y_IMG'. I mistakenly write `X_COL' and `Y_COL' in the text. 

* Besides following the program's flow, look how similar options in Table or
other programs (for example the `--polygon' option in Crop) are implemented.
