Details:

In version 7.6, WCSLIB has added a new 'wcspcx' function
<https://www.atnf.csiro.au/people/mcalabre/WCS/CHANGES> to unscramble the
PC+CDELT and CD matrix usage (while taking into account that some distortions
like TPV don't work easily with PC+CDELT).

We should thus add this function (when the user's WCSLIB has it) to the
'gal_wcs_read_fitsptr' function in lib/wcs.c
