An account at Europe, or at USA, or at ...?

What legal organizations or guys will be the responsible for such GNU Herds 
bank account?

How will the actual transfers from the GNU Herds bank account to users be 
realized?  Manually, by some GNU Herds secretary?

What is the legal side of all this?
