I propose that an Equal Opportunity Employer questionnaire be
implemented. In the USA this is a common tool that employers use to
gauge who they have hired and relay it to the authorities so that they
abide by the law.

"The EEOC collects workforce data from employers with more than 100
employees (lower thresholds apply to federal contractors). Employers
meeting the reporting thresholds have a legal obligation to provide
the data; it is not voluntary."

The tool would require that the applicant submit their gender and
ethnicity information anonymously. Me thinks that the tool would
gather the information with the information for statistical purposes
and submit it to the employer.
