IMHO we will have to either write country-specific plugins or
make the display/process parser for the XML template
sufficiently powerful. I'd assume the latter is technically
more correct but also more work (which we may have to do
eventually anyways to cope with other forms, too). XML
templates may contain Python code in their input field
definitions. Don't know how workable that is but GNUe goes
down that road.
