The server mentioned there has been running continously for
more than a year now. It has been connected to by various
folks every so often. I regularly update/test it.

If I had access to better connected *Linux* server (gnumed.net)
I would have set it up there. I have failed to install pyPgSQL
on BSD, so there.

IMHO yes.

I try to adhere to the following:

If making large, sweeping, experimental changes test them in
gnumed/test-area/.

If making changes that go into the main trunk test them
before checking in, update the public database and announce
them on the mailing list.

It is fully possible to have several local repositories.
However, CVS does not work well for distributed development.
Syan has done such things as providing testable versions in
test-area.

Another thing would be to start using branches/release tags.
