there is an AU plugin based on this checked in .  It seems to work here ; gm-dbo must have createuser privilege.
I did not make the side panel "active", as all the stuff with finding/creating provider, finding/altering/creating a pg_user, linking the two with extra staff information is done after "update/enlist  staff". The discharge staff button isn't implemented , but setting a staff member's
pg_user non-membership of gm-public effectively disables the staff member. ( interesting side effect).
