First data point: we never before tested on non-German

Hold it, GNUmed detects something odd on the command line.
Since it uses the Python builtin arguments parser there must
be a problem there.

OK, it doesn't like the space in /Program Files/

You will have to enclosed the path after --conf-file= with
double quotes. The Windows installer should be upgraded to
do that.
