Well, I admit I never found the time to dive into openemr but I'd regard bundling
applications into ready to install packages much more powerful than writing
installation instructions (and perhaps translating these into different languages).
At least it was the starting point of the Debian Med project when I have seen
people translating such kind of (complex) instructions into other languages.

Please think about this - it's not *that* hard and you get help for Debian packaging
at the Debian Med list.  I have to concentrate my limited spare time on a certain
set of packages - but I might give advise for others.

I agree completely and I have begun watching the MOTU YouTube tutorials on how
to make DEB packages.  The instructions I make are a temporary solution until
I can find the time to flesh out real packages.

I'm planning on using the Mediawiki package in the Ubuntu repos as my guide since it's PHP-based and uses a web-based installer.

The only thing getting in the way are my 'real life' obligations which keep me very busy and distracted.
