Sounds logical - if roundabout - to me.

That "Delete" would be at the wrong level of logic (just
like "[ ] Allergy" is now).

When the *button* "Delete" is clicked, something immediate beyond
the current meta level must happen. Or else that feels even stranger.

You would like two buttons with different names to bring up the
same dialog ?

Or else you would like people to press "Edit" when
they want to "Delete" ? That's like pressing "Start" when
you want to "End".
