I could solve the problem of resizing  current medication of gnumed on small screens by adapting following steps
1. Use gnome. It adapts to smaller screen better than kde
2. Autohide the upper panel by changing properties of panel.
3. Lower panel can be deleted and the menu options on lower panel can be added to upper panel. or simply use autohide.

The problem with linux is it is adjusting size of gui based on the total display size. It is not taking the size of panels. On the contrary, windows (microsoft) does not forget its panes!
