We have an Add/Edit menu, which

(a) is the only way to access (to view) a number of the items therein
(b) but does not fully capture all 'Adds' because 'Start new encounter' gets 
its own place in the EMR menu

suggest:

(1) label it

        View / Add / Edit (active letter V)

        (optionally shortened to View / Add or View / Edit if the other can be 
implied or understood)

(2) since it is often helpful to be able to quickly review a patient's previous 
encounters, these should be made more accessible. Presently one has to go into

        EMR > Add/Edit > Encounters

so it would be nice if these could be accessed via double-click on an Encounter 
object which we seemed to agree would be desirable in the top 'band'. This 
raises the question of whether the preferred action of double clicking the 
current encounter is to edit it or to display existing values, from which the 
user would need to choose what to edit.

Options:

- can the same window that displays the list pre-select the active encounter by 
default?
- can this same window provide an edit area adjacent to whatever is the 
selected value (i.e. within the window, something like what was shown in the 
Org panel and something but not quite like what is in the Demographics > 
Identity subpanel) wherein the component values could be directly accessed and 
(if appropriate) saved?

If that is not easily managed, then the active encounter could edited with a 
button click.

(3) to make the review of encounters easier, is it worth to promote Encounters 
out of the Add / Edit list, since Encounters are orthogonal to those items (and 
the EMR menu already has a standalone 'Start new encounter' menu)
