It is likely that setup files of gnumed contains virus or modifying system 
properties in such a way to result in error

If it is genuine then it is probably a virus.

In germany there is something like that with a
frozen desktop using a government police logo and
explaining you that you are a terrorist or similiar
worse, like child porn detected on your PC.

There are some difficult strategies described
in the net, to get rid of this,  some of them leading
to success, some not. Ususally it is good idea to save
your data. If not done already a Linux Live DVD +
an USB disk will be the right equipment.
