This is too short-sighted. Or largely use-case dependent. In your local 1 or 2 PC office you might need a smartcard-reader. In a larger office with e.g. 5 PCs only one might need such hardware. All the others would be just fine with a web app.

 

Many countries don't even make use of smartcards.

 

Let alone mobile device. So one actually can see the need for tradition and web apps. Sooner or later fat apps will go away or will be virtualized. Even MS Office can be run over the web these days. PC games are streamed rather then run locally. Say goodbye to the days where fat clients are the standard version.
