Is it necessary, and shall it remain necessary, that all orgs which perform procedures be created in GNUmed as 'Hospitals'?
One good counter-example would be dental offices which may perform procedures under anaesthetic. It is also possible to have endoscopies not-in-hospitals.
How shall the kinds of orgs listed in the phrasewheel be widened?
