What does these errors mean and how can I solve them ?

The log file says lot about locale. I think that is not creating a
problem other than showing error message at login.

I am sure I never manupulated the database other than the way I was
suggested. To avoid any mishap, I have stopped any access to C: drive
using GPEdit.msc  (and nobody can even alter the wallpaper) .  and
still there are problems. NOT SURE WHAT TO DO
