gui french localization

Hi all,

Here is a French\Localizable.strings for gui from svn trunk. This time I used 
\Uxxxx to encode non-ascii caracters because make_strings invocations eat the 
utf-8 bom I manually add to the file, I think...

By the way, does someone know how to perform an automatic encoding from utf-8 
to \Uxxxx caracters in emacs ? I googled a bit and couldn't find an answer.
