NSURL initWithString: does not match apple's behaviour

Just created a bug for this one, but unfortunately no patch, didn't want to dig 
into it until a decision is made on the required behaviour.

Apple's behaviour seems to disagree with the documented one here, file paths 
don't conform to the URL schemes described in the documentation.

What's the best plan of attack here?
