I think it's sensible to use Github, Bitbucket or something else, then, and ask Savannah if they have timeframe for supporting multiple repositories.
 
The git repo at github contains a full history of GNUstep from start to finish.  Though some information is lost it is a very complete copy.

But keeping a readonly Subversion repository shouldn't be a problem either, right? :-)
