That bug cites the following URL as a reproducer:

  https://tekeye.uk/html/html5-video-test-page

I'm unable to reproduce the problem.  Using the IceCat-78.9.0 package in
GNU Guix, the videos on that test page work properly for me.

I guess that the problem is somehow specific to the Fedora packaging.
