Please do.  In particular, I think somebody needs to review the PPS
instrumentation with fresh eyes. Neither Gary nor I can do that.

When I plot the delta between NTP corrected time and GPS top of
second, both the sign and the magnitude seem implausible.

I don't think we can ship the Time Service HOWTO without more
confidence in that code than I currently have.
