Sounds like we're not seeing an ACK from the device, so the semaphore
never goes back to to zero. Near driver_sirf.c:1230 us where the
decrement is supposed to happen; I'd suggest cranking the debug level up
to 5 and seeing whether ACKs or NAKs are actually being sent.
