You want similar logic to work with NMEA devices that don't tell you anything about weeks. Does gpsd normalize everything to some internal format and/or will that sort of check have to be made in two places? There was some discussion in the ntp lists a month or two ago about a NMEA device that was broken and going to need this logic. One of them might make a handy test case.
