gpsd handles a large number of GPS receivers, NTPsec not so much.

gpsd gives you tools to configure, manage, and monitor the GPS.

IMHO, gpsd does a better job of validating the PPS.

NTPsec can't handle just PPS, it needs another source to tell what
second the PPS applies to.  The rules for that are a bit unclear to me.

But, lot's of people prefer the NTPsec ppp driver, or the NTPsec gpsd
JSON driver.
