I'm way out of my depth here, but as I previously posted, my system shows that same pattern of both systemd and gpsd listening on my Ubuntu system and it works correctly.  gpsd is running and I can connect to socket 2947 and receive data.

There are two things listening on the same socket.  That seems likely
trouble.  But at this point you need systemd help rather than gpsd help.

You could remove gpsd from the systemd config and run it manually.  I
expect that it will then work.
