Yup. Systemd*umb) strikes again.

Next time save yourself the work, and just run gpsdebuginfo to get all
you got, and a lot more.
Your problem is obvious from your data.

Notice that systemd*umber) has control of port 2947.

But gpsd needs port 2947! So it fails to start.
Pick one, either have systemd(umbest) manage, badly, the gpsd daemon, or
do it yourself. But you can't do both.
